First of all, you cannot just assume everyone's interpretation of quality is the same. It is very important how quality is interpreted since we are talking about the quality of Guild Wars. What is Guild Wars, it is a game, it is at the same time a provider of a service in the form of a game.
I think this definition i found are quite non-one-side.

some question regarding your points:
1) How is all characters moving at same speed = poor quality.
why I ask: we do have skills to put on skill bar for faster movement, right, it is up to the players discretion as to when they need to move fast and when not to, and hence pack the required skills when necessary. I think this is quite good. And players also sometime move slower, when they are hex. or are walking on icy ponds. so there are at least 3 type of speed and all are interactive with skills and surrounding.
2) Like you so stressed in your original post that quantity does not equal quality, so same 3D-models with different texture could be a good thing, especially for players with slow computer.
3 Missions and quests structures are not always go there get this/kill that and come back. How you interpret it like that is beyond me, please explain.
4) To me there's way too many interactions with other players, hence they have to make a separate channel for inviting players to quest and mission together and separate channel for trading. and still there's so many spam in the local chat, if you ask me its too much. (this, as you can see is not a good example of whether the quality of Guild Wars is good or bad, its all personal choice and preferences) I think making it possible for players to come together and celebrate different holidays is better then having emote for players to interact with.
5) I like to differ, No, general thing to do in Guild Wars is come up with a invincible build and complete the game. some other players general thing to do in make level 2 character, name them with the same name and dance around in Shing Jea monastery, some player power trade, some players like to explore, some go for all the titles, some likes to take screen shots, some likes the story line some much they come up with their own comics strips and so on so forth, (and again this is very subjective, how one player play their game compare to another person playing it is totally personal choice and preference)

Have Guild Wars been building and sustaining its relationship with its customers by assessing, anticipating, and fulfilling stated and implied needs?
I have to say yes. maybe some needs are fulfilled slower then the other.
Hence, does Guild Wars have good quality? Yes.
Your thinking that all the whining on Guild Wars Guru exist because Guild Wars has poor quality is totally the opposite. this forum and others approved forums by arena net is here to give its customers a Guild Wars with quality, by accessing, anticipating, and fulfilling stated and implied needs.
lastly, I am not sure what you mean by things doable in PvE should be doable in PvP?
If you are for some reason not talking about the quality that i am talking about and are talking about the beautiful design, then I suggest you look at WoW and actually any other games graphic, compare the promotional material and its actual ingame graphic.
I think, in my opinion, Guild Wars has the best quality, graphic wise. up until now.
